There is no formal ruling on foreign policy in the Constitution, as far as I know.
By the Korean War, the United States was entrenched in a superiority complex and thought it was the ruler of the world and could do anything it pleased, while condemning other countries for doing the same atrocities.

I suppose you mean the USA, because such federation was founded, not anyone as America!
Well, the ones who had no place in Europe moved to America. In order to protect themselves organized societies and eventuially, under British, French, Hispanic, etc., rules formed states (in a sense).
Then, time that they got powerful came and the pioneers and their descendents throw the British and other rulers away and got independance.
To survive internally (states had many criminals, illeterate, etc.) and externally (other states and countries were ready to attack, the States, known as USA were united!
The fathers of the USA wrote the Constitution for Liberty, personal freedom and rights.
