The immigrants to the U.S don't really have any hope to improve their homeland's system as the system is rotted from the inside out - it's not just the politicians, it's the police, the judicial system...this means there is no infrastructure w/ which to work. The immigrants in the U.S who DO work hard would most likely work just as hard back in their homeland if there were opportunities. This situation has perpetuated itself over the years to create a region of economically depressed people w/ skills but little education to actively change this situation.
My family immigrated here LEGALLY in the 50's for job opportunities b/c Europe was in such a state of devestation - but Europe went on to become strong again b/c there was a proper infrastructure and more educated people...my family started small businesses in Germany which became quite successful. In corrupt countries it's far harder to start a successful business (in addition to the fact that there are less people with money to spend on things like going out for dinner or installing swimming pools).

These people come from countries that take everything from you, force you to kill your infant daughter because they want you to have a son, do not allow you ANY individuality whatsoever - be it religion, freedom to speak your mind and especially sexuality.
Except for Native Americans, we are ALL immigrants. Only the Native Americans have the right to protest. It was THEIR land that was stolen from them. THEY were the ones forced onto reservations, (a nice way of our government to say concentration camp), and the resulting poverty that ensued.
To finally answer your question - because THEY CAN'T change or improve the country they came from.
Incidentally, my forebears were immigrants escaping the tyranny of dictatorship in Chile at the time. This syetem is designed to be changed by its people. It is designed to be moved by the mass to reach the equilibrium that benefit the most people. This makes America great for Americans, as well as all foreigners.
